Description

Lead comprehensive planning and delivery of a large-scale IT project for the public sector, from requirements and planning through implementation, deployment, and closure. Manage the project team and governance in a matrix organization, ensuring alignment with scope, schedule, budget, and quality requirements. Handle risks, change, stakeholder expectations, and consistent reporting of project status.

Responsibilities

• Plan and manage large IT projects using a FIX approach (analysis/planning → delivery → deployment/closure)
• Build, organize, and manage the project team in matrix structures
• Ensure delivery against scope, schedule, budget, and quality requirements
• Coordinate a cross-functional project team and oversee tasks execution
• Monitor progress, manage milestones, identify delays/risks
• Identify, analyze, and manage project risk; prepare preventive and corrective action plans
• Manage change across scope, schedule, and budget, including control of changes to the baseline plan
• Build and maintain relationships with business clients, end users, stakeholders, and external vendors
• Coordinate requirements gathering and analysis; oversee analytical and project documentation
• Ensure proper document flow, completeness, and quality per client standards
• Organize and facilitate workshops and stakeholder meetings
• Provide cyclical reporting on status, progress, risks, and deviations
• Manage stakeholder expectations and ensure effective information flow
• Supervise team tasks and enforce agreed commitments
• Support team development via coaching and mentoring for team leads and project-support roles
• Lead workshops and training on project management methods, standards, and practices
• Ensure collaboration between project team, technical teams, client, and vendors
• Ensure timely delivery of project goals and business/technology outcomes

Requirements

• Minimum 7 years of experience in managing IT projects end to end (requirements → design/implementation → deployment)
• Higher education
• At least 3 IT projects managed with gross value over 5,000,000 PLN each (reference-verifiable)
• At least 3 years as Project Manager, including at least 2 IT projects over 6 months with gross value of at least 3,000,000 PLN each
• PRINCE2 Practitioner and AgilePM Practitioner certifications (required)
• Practical use of methodologies such as PRINCE2, AgilePM, PMP, or comparable approaches
• Experience building project governance and management processes
• Knowledge of SDLC; experience with requirements analysis and analytical/project documentation
• Knowledge of IT systems architecture, design, and engineering
• Experience managing projects for the public sector with formal procedures and complex organizational structures
• Ability to manage relationships with business clients, end users, and external suppliers
• Experience leading cross-functional teams in matrix structures and coordinating larger vendor teams
• Ability to manage scope, schedule, budget, and risk effectively
• Experience with change management, progress tracking, and stakeholder reporting
• Ability to build teams, develop skills, and support project-related team leads
• Fluent Polish (speaking and writing)
• Strong communication, organization, and leadership skills
• Independence, responsibility, and strong execution
• Experience facilitating meetings, workshops, and public presentations
