Description

The Program Applications Specialist coordinates business process and software functions for health administration programs, providing continuous oversight and evaluating how program changes affect facility operations. The role uses data to assess performance and program effectiveness, develops local performance measures, and creates training and SOP materials. It also serves as a functional expert for the Patient Information Management System (PIMS) and supports staff with training and troubleshooting, including planning for hardware/software needs and manual backup contingency plans.

Responsibilities

• Coordinate ongoing data collection, analysis, and performance measurement
• Develop and implement local measures to assess effectiveness and efficiency of Business Office practices
• Evaluate and analyze program effectiveness and identify areas needing management attention
• Design dissemination and training materials, SOP manuals, monitoring tools, and implement business office programs through on-site education
• Identify system inefficiencies and conduct studies/data collection related to identified problems
• Coordinate with staff to define information needs, data collection methods, and report formats
• Compile, summarize, and analyze collected data; produce reports reflecting scope, trends, and improvement opportunities
• Research problems impacting the quality and efficiency of Business Office operations
• Ensure program requirements are met and planned actions are effective
• Recommend and implement amendments to business office programs
• Coordinate planning, implementation, and training for service and facility staff in business/functional areas for various information technology
• Serve as functional expert for the PIMS core package
• Provide training and troubleshooting for clinical and administrative staff on business processes and supporting software
• Plan initiatives for hardware and software needs
• Prepare and implement business contingency plans for system failure, including manual system backup plans for long and short outages

Requirements

• U.S. citizenship
• Complete all required application steps, including an online assessment
• Selective Service registration required for males born after 12/31/1959
• Subject to background/security investigation
• Complete online onboarding and meet pre-employment identification requirements
• Seasonal influenza vaccination requirement for VA Health Care Personnel
• Meet GS-09 or GS-11 qualification standards by the closing date (including time-in-grade requirements if a current federal employee)
• GS-09: 1 year specialized experience equivalent to GS-07 and/or qualifying graduate education (or combination)
• GS-11: 1 year specialized experience equivalent to GS-09 and/or qualifying doctoral/graduate education (or combination)
