Service Designer supporting the establishment of new shared HR services for government departments.

Description

You will plan and lead insight work to map current service journeys, processes, information flows, system use, and organizational interfaces across the HR shared-services scope. You will develop service blueprints (frontstage/backstage), write user stories, perform actor/role mapping, and document insights, analyses, and recommendations in a traceable way to support decisions and prioritization. Work must consider privacy, information security, feasibility, dependencies, and both short- and long-term measures.

Responsibilities

• Lead and facilitate mapping of current service journeys, work processes, information flow, system use, and organizational interfaces
• Create service blueprints covering the end-to-end service with clear visualization of frontstage and backstage processes, dependencies, and interactions
• Write user stories to describe user needs
• Perform stakeholder/actor mapping and provide structured overviews of roles, responsibilities, authority, and approval flows impacting the service
• Facilitate workshops, interviews, and co-creation with stakeholders as needed
• Document insights, analyses, mappings, and recommendations in a structured, auditable, traceable manner

Requirements

• Relevant bachelor’s or master’s education
• Minimum 8 years of design experience
• Deliverables must be produced in Norwegian and provided in editable formats suitable for ongoing management by the client
• Security clearance: Authorization for Begrenset (Restricted/Confidential)
• Preferred: experience with HR services and/or administrative shared services
• Preferred: experience in public sector or other complex, rule-governed organizations
