Description

The Senior Contract Specialist serves as a Subject Matter Expert in Life Cycle acquisitions supporting DoD. This position conducts highly specialized, mission-critical procurements and advises on both pre-award and post-award contracting functions for complex requirements, including services, supplies, Research and Development (R&D), Grants, Cooperative Agreements, Intragovernmental acquisitions, Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR) programs, and Technology Investment Agreements.

Roles & Responsibilities

  • Serve as Non-Government Advisor to Contracting Officers, Specialists, or Division
  • Manage the full contract lifecycle for complex systems and R&D programs, from acquisition planning through closeout
  • Lead procurement planning, including market research, requirements development, and acquisition strategy
  • Develop and execute source selection processes, including solicitation preparation and proposal evaluation
  • Negotiate contract terms, conditions, and pricing and lead contract award decisions
  • Perform contract administration, including funding actions, modifications, performance monitoring, issue resolution, and closeout
  • Advise program officials on procurement strategies, statement of work development, and contracting approaches
  • Apply compliant contracting solutions for complex or limited cost/pricing data scenarios
  • Support protests and claims
  • Coordinate with internal stakeholders and external agencies to support contract execution and performance

Basic Qualifications

  • U.S. Citizen with current or ability to obtain DoD Secret Security Clearance
  • Bachelor’s degree required
  • 12+ years of government acquisition and contracting experience with full lifecycle expertise
  • Expertise in Federal Acquisition Regulation (FAR), including acquisition planning, source selection, and contract negotiation
  • Experience across multiple contract types, including cost-reimbursement and incentive-based contracts
  • Strong experience in contract administration, including performance management, modifications, terminations, and closeout
  • Proven ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packages
  • Advanced analytical skills to resolve complex contracting issues
  • Proficiency in cost/price analysis and establishing pre-negotiation positions
  • In-depth knowledge of acquisition regulations, contract types, and source selection procedures
  • Strong negotiation skills with senior stakeholders
  • Ability to work independently on complex tasks
  • Ability to travel to support client needs
