Description

Lead the next stage of VIC development by converting institutional priorities into a clear strategy for services, technologies, data, and organizational growth. You will modernize the operating and organizational model, build a high-performing leadership team, and implement portfolio/project governance to ensure reliable transition into stable operations. The role also strengthens cybersecurity and operational continuity, improves economic transparency, and drives measurable AI and automation initiatives.

Responsibilities

  • Translate VIC priorities into a strategy covering services, technologies, data, and organizational development

  • Modernize organizational and operational models: define roles, decision powers, coverage, and responsibilities for services, projects, architecture, security, and economics

  • Build a strong leadership team; set performance expectations and evaluation; develop talent and competencies; make personnel decisions transparently

  • Introduce a unified work-management system with visibility into tasks, decisions, owners, priorities, deadlines, capacity, dependencies, risks, and results

  • Strengthen portfolio and project management with standards, decision gates, quality requirements, acceptance criteria, and dependable go-live into operations

  • Clarify and improve economics: credible financial outlook, stabilized operations, and linkage of services/projects to costs, capacity, contractual commitments, benefits, and risks

  • Develop partnerships with faculties and university units to improve service quality and ensure predictable intake and transparent prioritization

  • Communicate openly and clearly about the status of services, projects, incidents, costs, capacity, key decisions, risks, and corrective actions

  • Advance practical AI use by moving experiments into a safe, measurable automation and AI program

  • Maintain resilient operations during change: strengthen cybersecurity, risk management, change management, monitoring, continuity, and address technology debt systematically

Requirements

  • Master’s degree

  • At least 7 years of relevant experience in IT management, information systems, technology services, digital transformation, or large-scale organizational change

  • At least 5 years in a leading/senior managerial role

  • Documented experience leading a larger specialist or IT unit with direct leadership of managers

  • Proven results from organizational/operational transformation (roles, processes, structure, and team competencies)

  • Experience with budget responsibility, capacity, suppliers/vendors, contracts, and operational outcomes

  • Hands-on portfolio and project management experience, including transitioning projects into stable operations

  • Working orientation in enterprise IT, IT services, architecture and integrations, data, cybersecurity, operational risks, and continuity

  • Ability to work with autonomous or strong stakeholders with clear ownership, high-quality requirements, and decision accountability

  • Integrity, impartiality, resilience, and transparent handling of public funds and sensitive information
