Position Summary
The Planning, Programming, Budgeting and Execution Manager provides technical advice on optimum resource usage for NKO programs and supports all Information Warfare Division PPBS and resource planning actions.
Essential Job Functions
- Prepare independent analysis of current and projected financial baselines for IW PEs and recommend resource planning actions supporting programs, system migrations, modernization, and interface developments.
- Oversee Budgeting Execution Report (BER), Execution Plan, and Initial Distribution.
- Provide fiscal expertise for preparation and presentation of briefings related to system changes.
- Track funding documents from creation to completion and coordinate updates with DFAS, leadership, ALO, and program managers.
- Process commitment and obligation documentation including Forms 616, Forms 9, Forms 4009, MIPRs, MORDs, and Journal Vouchers in ABSS and DEAMS.
- Consolidate financial and program management taskings to meet suspense dates.
- Attend budget meetings supporting IW Division programs.
- Maintain proficiency in USAF financial management applications including ABIDES, CRIS, and DEAMS.
- Coordinate funding requirements for IW Division courses, track execution, and advise on excess funds and burn rates.
- Track student funding processes and DTS travel vouchers.
- Coordinate funding sources, Fund Cite Requests (FCRs), and Fund Cite Authorization Letters (FCALs).
- Track travel orders and vouchers in DEAMS, ABSS, and CRIS.
- Prepare DTS cross organizational requests and reconcile open travel vouchers.
- Support PPBE processes for O&M, Other Procurement, RDTE, and Military Personnel funds.
- Track MAJCOM, NAF, Wing, Group, and Unit funding inputs and funding priorities.
- Develop and coordinate Planning Choice inputs and spending plans.
- Monitor obligation and expenditure rates and recommend corrective actions.
- Develop POM initiatives, disconnect inputs, and supporting briefings.
- Validate funding requests and execution capability.
- Prepare leadership briefings supporting PPBE and OCO resource requirements.
- Review Program Elements and prepare products addressing resource gaps and corrective actions.
Minimum Required Qualifications
- U.S. Citizenship required.
- High School Diploma required.
- TS/SCI security clearance required.
- Minimum 5 years financial resource management experience including 2 years supporting budget cycles, POM, execution plans, and financial baseline analysis for DoD.
- Minimum 4 years experience using DEAMS, CRIS, ABSS, or equivalent enterprise financial systems.
- Knowledge of USG resource management, budgeting, and acquisitions methodologies.
- Understanding of PPBE processes.
- Knowledge of Cyber Mission Force structure and roles.
- Strong ability to manage multiple complex tasks.
