Position Summary

The Program Integrator will assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative. Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports. Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies. Prepare presentations to report analysis findings as well as program/portfolio status.

Essential Job Functions

  • Provide financial and summary reports on the program elements to GPMs at the program level and assist with the allocation and tracking of resources; recommend funding adjustments as appropriate.
  • Assist program managers in developing program documentation including TTOs, SOWs, PMPs, Risk Management Plans, schedules, and Acquisition Strategies.
  • Provide support to GPMs to assure execution within the cost, schedule, and performance baselines.
  • Utilize program management tools such as Plan-It and MS Excel for planning, documentation, execution, and reporting.
  • Attend contract reviews to assist in cost estimating and monitoring program outcomes.
  • Advise in the production and tailoring of NSA financial execution reports and acquisition documentation.
  • Analyze, track, and report program unfunded requirements in accordance with PEO policies and processes.
  • Prepare point papers, briefing charts, spreadsheets, and supporting materials for program decision-making.
  • Perform data analysis using MS Excel with pivot tables, slicers, and pivot charts.
  • Create reports to support program management functions.
  • Assist with resource planning and tracking.
  • Prepare and support delivery of presentations for status reviews.

Minimum Required Qualifications

  • U.S. Citizenship required.
  • Active TS/SCI with Poly clearance required.
  • 12 years of combined experience in DoD/IC program management, contract management, and/or financial management with a Bachelor’s degree.
  • 15 years of experience with Bachelor’s degree plus PMP, CFCM, or DAWIA Level III certification required.
  • 18 years of directly related experience with Bachelor’s degree accepted in lieu of certification.
  • Intermediate proficiency with MS Excel including pivot tables, slicers, and pivot charts.

Additional Duties

  • Maintain the FY Annual work plan and resource planning documents.
  • Conduct funding research using ARCHIBUS and FACTS.
  • Track and report funding status.
  • Align and allocate incoming funds.
  • Maintain key data repositories including Confluence updates and tracking sheets.
  • Coordinate with Project Managers and serve as primary liaison for funding and schedule updates.
  • Provide construction-contract expertise including cost estimates and contract-award lifecycle support.
