Description

You will support a cloud migration by driving continuous process improvement, organizational redesign, change management, and performance measurement. Responsibilities include analyzing current-state processes, performing gap analysis and benchmarking, defining future-state designs, and ensuring quality and compliance through oversight. You will act as a trusted advisor, interfacing with multiple project areas and stakeholders while applying Agile and SAFe to improve collaboration and delivery.

Responsibilities

  • Define and develop business processes, policies, roles & responsibilities, and performance metrics
  • Conduct process analysis: current state, gap analysis, benchmarking, best practices identification, and organizational assessment
  • Plan and implement improvements: future-state design, change management, and transition planning
  • Provide oversight for development/maintenance of quality programs, systems, processes, and procedures
  • Interpret policies and regulations to ensure compliance with agency guidelines
  • Work with operating entities to enforce requirements and meet guidelines; help ascertain system requirements with business/technology teams
  • Conduct client interviews; deliver presentations and training on measurement, analysis, improvement, and control
  • May perform cost and benefit analysis and coordinate cross-functional activities
  • Apply Agile and SAFe principles to align strategy, manage large portfolios, and improve collaboration and delivery across teams

Requirements

  • US citizenship with ability to obtain and maintain a Public Trust clearance
  • Master’s degree plus 10+ years of experience
  • Degree in Engineering or related scientific/technical discipline
  • Expertise eliciting and documenting business requirements, processes, and workflows
  • Proficiency creating functional specifications, user stories, use cases, and process flow diagrams
  • Experience with business modeling using UML and/or BPMN
  • Proficiency with documentation tools such as Microsoft Visio or Lucidchart
  • Familiarity with Agile and Waterfall methodologies
  • Proficiency with project management/tracking tools such as JIRA, Trello, or Microsoft Project
  • Understanding of database concepts and basic querying
  • Strong analytical skills including data analysis, interpretation, and reporting
  • Proficiency with data analysis tools such as Excel, SQL, Power BI, and Tableau
  • Excellent verbal and written communication; ability to translate technical concepts for non-technical stakeholders
  • Strong presentation and workshop facilitation skills
  • Strong interpersonal skills and ability to collaborate with cross-functional stakeholders
  • Demonstrated ability to lead and mentor junior analysts
  • Experience coordinating cross-functional project teams and managing multiple priorities
  • Strong documentation skills for maintaining requirements and process flows
  • Commitment to continuous improvement and willingness to pursue relevant certifications/education
