Description
The IR&D Engineering Manager is responsible for leading the technical effort for a major engineering team across multiple projects and sub-teams (and potentially significant contracted external engineering resources). The role defines engineering plans, manages resource deployment, leads product development and new technology introduction, interprets technical requirements, manages risk, and completes technical studies and design reviews. It also serves as a technical liaison with program management and customer technical representatives to present status and refine project plans, assess change impacts, and ensure engineering process improvement and design standardization.
Responsibilities
- Lead the technical effort and define engineering plans and expected outcomes for a major engineering team.
- Develop plans for multiple projects and determine team/resource allocation by reviewing technical proposals, internal and subcontract capabilities, and conferring with management.
- Manage deployment of resources among teams; may act as a Control Account Manager applying Earned Value Management (EVM).
- Provide leadership and direction on product development and introduction of new technology; interpret requirements, manage risk, and complete technical studies and design reviews.
- Serve as a technical liaison to program management and customer technical representatives; present status and refine project plans; assess technical determinations on changes in customer requirements.
- Ensure process improvement and design standardization objectives are implemented; maintain consistent engineering practices, standards, and documentation procedures.
- Protect and safeguard Parker intellectual property.
- Accountable for full budget planning and non-recurring and recurring cost and schedule management for engineering systems and staffing for multiple facilities.
- Provide input to leadership on long-range plans (workforce planning; new technical systems investments).
- Promote technical collaboration opportunities; provide input to the technology roadmap and division business plans.
- Recommend and decide on human resources actions (staffing, training, compensation) and implement actions aligned with company values and policies.
- Identify and create technical training and development plans; mentor/share specialized knowledge and support continued education.

Requirements
- Bachelor’s degree (BS) in engineering or a science technical discipline
- Master’s degree (MS or MBA) preferred
- Aerospace Manufacturing experience highly desired
- 10–12 years of related experience (to perform essential functions)
- 4+ years of prior management/supervisory responsibility including project engineering experience
- Broad knowledge of primary engineering domains and specialized products/systems; ability to integrate related engineering areas
- Proficient with project management, engineering documentation, and engineering analysis tools
- Demonstrated ability to investigate and lead research projects; ability to make cost/investment trade-off decisions
- Ability to apply program management principles to the product development cycle and cost accounting principles including Earned Value Management (EVM)
- Experience with comprehensive program and design reviews and/or customer requirements, industry practices, regulations, and policies
- Ability to influence team and functional objectives; delegate/empower leaders and teams; coaching/feedback/recognition and skill assessment/training
- Thorough knowledge of competitor and industry practices, government regulations, and internal policies
- Recognized influential technical resource; facilitation and effective communication; makes technical presentations to top management and customers
- Effective speaker/presenter and liaison with universities, research institutions, and industry associations; responds to inquiries from customers and regulatory agencies
- Work authorization: must meet Export Control compliance requirements; “US Person” per 22 C.F.R. 120.15 (U.S. citizenship/permanent resident required for most positions)
