Western Door Federal and Emerge Solutions Group are seeking a full-time Strategic Information Advisor to support the US Department of Defense, Defense Health Agency/Department of Defense HIV/AIDS Prevention Program (DHAPP) in San Diego, CA.

DHAPP is a global HIV/AIDS program supporting the U.S. Department of Defense's contribution to the President's Emergency Plan for AIDS Relief (PEPFAR). This role supports the collection, management, analysis, and visualization of strategic information data to monitor and improve HIV/AIDS programs. The position includes providing in-person and virtual technical assistance to headquarters staff, military partners, and implementing partners. International and domestic travel is required.

Duties and Responsibilities

  • Provide Strategic Information Advisor support to DHAPP, including support for country portfolios and additional strategic information activities.
  • Write Python and R code and support internal data systems and data warehouses.
  • Access, manage, combine, clean, validate, analyze, and visualize data from multiple PEPFAR and DHAPP data systems.
  • Participate in headquarters and field-level workstreams supporting program implementation and evaluation.
  • Provide policy and technical input for HIV strategic information strategies.
  • Coordinate with U.S. Government and implementing partners to execute HIV/AIDS strategic information plans.
  • Participate in technical discussions with host-country government personnel on HIV/AIDS strategic information issues.
  • Develop, modify, and maintain software, scripts, and analytical tools for routine and ad hoc reporting.
  • Prepare briefing materials, technical reports, progress reports, correspondence, and program documentation.
  • Conduct integrated analyses and collaborate with stakeholders to interpret and disseminate HIV-related data.
  • Respond to ad hoc data analysis requests and present results in an understandable format.

Qualifications and Requirements

  • Master's degree or Bachelor's degree in Public Health, Computer Science, or a related field required.
  • Minimum two years of experience in international health, health sciences, HIV/AIDS programs, public health analytics, or related fields.
  • Prior experience supporting a U.S. Government agency, military organization, or international health organization preferred.
  • Advanced knowledge of data management, analysis, monitoring, reporting, and evaluation methodologies required.
  • Proficiency with advanced data software packages including Python, R, Excel, and Tableau required.
  • Experience with GIS software and spatial data analysis preferred.
  • Excellent written and verbal communication skills.
  • Demonstrated flexibility and adaptability in changing program environments.
  • Willingness and ability to travel domestically and internationally as required (10–25%).

Compensation

Key Responsibilities: - Implement and maintain the program's Quality Control and Quality Assurance framework. - Conduct internal compliance reviews to ensure adherence to PWS requirements and CDRLs. - Monitor alignment with FDA, AABB, DoD, and DHA regulatory standards, as applicable to business operations. - Validate that program documentation, reports, and analytics meet contractual and policy requirements. - Ensure data accuracy, traceability, completeness, and formatting compliance. - Maintain version control and document tracking logs. - Coordinate peer reviews and validate corrective actions before Government submission. - Verify data sources used in reports (e.g., EBMS-D, TMDS, DHA enterprise systems). - Maintain documentation necessary to support inspections, audits, and accreditation reviews. - Track corrective and preventive actions (CAPA) through resolution and closure. - Maintain a Quality Risk Register identifying performance, compliance, and operational risks. - Prepare monthly Quality Performance Reports summarizing metrics, findings, and improvement actions. - Provide quality status updates during program management reviews. - Serve as liaison between Business Office leadership and program staff. Required Qualifications: - Bachelor's degree in Business, Healthcare Administration, Public Health, Quality Management, or related field. - 3–7 years of experience in quality assurance, compliance monitoring, or program oversight within a federal, healthcare, or DoD environment. - Must be a US Citizen and able to obtain a Public Trust clearance. - Experience reviewing contract deliverables and performance metrics. - Familiarity with regulatory or accreditation standards relevant to healthcare or medical logistics environments. - Strong analytical, documentation, and communication skills. - Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint). Preferred Qualifications: - Experience supporting the Military Health System (MHS) or Defense Health Agency (DHA). - Knowledge of blood banking operations or medical logistics programs.
