Great Hill is seeking a Data Analyst (with Data Management focus) in the National Capital Region to support the Defense Security Cooperation Agency (DSCA) Chief Data Officer and Artificial Intelligence (DM&AI) team. The candidate will translate business needs into data requirements, analyze system data across legacy and modernized environments, and bridge the gap between stakeholders and technical teams across the Security Cooperation (SC) data enterprise. The role supports data management activities within the War Data Platform (WDP, formerly Advana), delivering analytics and reporting capabilities across Foreign Military Sales (FMS) and Department of War (DoW) financial, logistical, procurement, and acquisition systems.

Roles and Responsibilities

  • Document and analyze functional / business processes to identify inefficiencies, data gaps, and opportunities for improvement.
  • Query and analyze data from legacy and modernized systems to identify trends, gaps, and opportunities.
  • Identify requirements and translate them into system capabilities for engineering teams.
  • Write functional specifications for engineers building data pipelines and dashboards.
  • Develop process flows, ERDs, and SQL queries; coordinate with Data Engineering teams for implementation.
  • Cleanse, transform, or prepare data for ingest.
  • Serve as liaison between system/process owners and technical teams.
  • Coordinate across WDP lines of business to link SC data; manage data source inventory and metadata lifecycle.
  • Define and monitor data quality standards with data stewards and catalog teams.
  • Validate metadata integration, mapping data dictionaries, datasets, and lineage views.
  • Apply and uphold the DSCA data governance framework.
  • Document data management protocols and standard operating procedures.
  • Review and validate Data Sharing Agreements (DSAs).
  • Analyze and communicate metadata reporting outputs and data quality scorecards.
  • Prepare infrastructure and resource reports related to WDP data activities.
  • Present analysis findings and recommendations to leadership in clear, non-technical terms.

Basic Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or scientific/technical discipline.
  • Active SECRET clearance.
  • 3+ years of experience in business analysis, data analysis, or data management.
  • 3+ years developing process flows, use cases, or business process models.
  • 3+ years using SQL for data querying and analysis.
  • Proficiency with Microsoft Visio, PowerPoint, Word, and Excel.
  • Excellent oral and written communication skills.
