Description

You will lead a Center of Excellence (COE) with enterprise-wide visibility and strategic relevance at the intersection of IT, procurement, finance, regulatory requirements, and business. The role focuses on steering strategic technology partners across the provider lifecycle and ensuring economically sound, compliance-conformant licensing and IT services. You will also drive data-driven governance using KPIs, transparent decision foundations, and continuous improvement.

Responsibilities

• Overall responsibility for the teams IT service provider management, license management, and group management

• Lead and develop a multidisciplinary specialist team and an Expertise Manager in IT group management

• Steer strategically important IT service providers and technology partners across the full provider lifecycle

• Implement regulatory requirements for managing ICT service providers, especially in the context of DORA, outsourcing management, and Third Party Risk Management

• Lead the development of the enterprise Preferred Supplier Pools (supplier strategy, governance, and procurement categories)

• Plan, run, and steer complex tenders and award procedures together with procurement and business units

• Work with IT controlling on budgeting, forecasting, cost steering, business cases, and economic evaluation of IT services and providers

• Evaluate, approve, and steer new license requirements; ensure legally compliant and economical license renewals

• Ensure compliance in software asset and license management, including audit support, vendor communication, and license utilization optimization

• Steer and develop key IT service delivery processes and ensure efficient end-to-end flows between internal and external service providers

• Advise executives and stakeholders on sourcing, provider, contract, and license strategies

• Contribute to enterprise transformation initiatives and represent the COE in cross-functional projects, committees, and management decisions

• Drive data-driven steering through KPIs, governance structures, and transparent decision inputs

Requirements

• Completed degree in Business Informatics, Computer Science, Business Administration, or comparable qualification

• Proven leadership experience in IT service provider management, vendor management, IT sourcing, license management, or IT governance

• Demonstrated experience steering strategic IT service providers and complex vendor landscapes

• Solid knowledge of regulatory requirements for managing ICT service providers (ideally DORA, VAIT, MaGo or similar frameworks)

• Experience with tenders, contract negotiations, and supplier management at management level

• Very good understanding of IT service delivery processes, steering, and continuous improvement

• Deep knowledge of Software Asset Management and license management, including experience with license metrics and models from leading manufacturers

• Strong understanding of business economics with experience working with IT controlling and finance

• Ability to communicate complex topics appropriately up to top-management level

• Negotiation confidence, political tact, and ability to enforce decisions in a demanding stakeholder environment

• Strategic mindset combined with operational execution strength
