Description

The Engineering Technician provides technical support for construction management and facilities record-document activities. The role includes COR responsibilities (scheduling, field measurements, inspection/surveillance, cost estimates, and contract documentation) and maintaining facility as-built and record documentation for multi-discipline building projects. The technician coordinates with contractors and internal stakeholders and assists Engineering Leadership with program objectives and project support.

Responsibilities

• Act as a Contracting Officer Representative (COR) for construction projects (typically below $100,000, depending on workload)

• Perform scheduling, layout of operations, field measurements, and inspection/surveillance of materials, methods, and equipment

• Prepare program objectives, innovations/improvisations, detailed cost estimates, and required technical correspondence and reports

• Resolve complex issues with contractor personnel and address unforeseen conditions during construction

• Prepare sketches, drawings, and specifications; incorporate change documents into contract performance records

• Review and evaluate shop drawings, samples, and material certifications; recommend approval/rejection/receipt

• Steward government funds and ensure contractual deliverables are received

• Maintain COR contract administration files in accordance with VA policies and procedures

• Validate invoices within five (5) days; notify the Contracting Officer within three (3) days if invalid

• Complete COR certification training, VA supplemental training, and additional training as required

• Update COR information during option years (e.g., IGCE and market research) and provide past performance for option decisions

• Provide relevant contract information to station leadership through acquisition phases and support closeout file forwarding

Requirements

• U.S. citizenship

• Complete required application steps and online assessment

• Subject to urinalysis screening; refusal denies employment

• Selective Service registration (for males born after 12/31/1959)

• Background/security investigation required

• Complete required online onboarding and provide acceptable identification (REAL ID compliant by May 7, 2025)

• Seasonal influenza vaccination program required (VA Health Care Personnel)

• Serve a 1-year probationary period or 2-year trial period

• Meet specialized experience requirements (as described for GS-09 equivalency in the normal progression)

• Meet time-in-grade requirements if applicable

• Valid driver’s license and ability to operate government vehicles

• Ability to access crawlspaces/ceilings/roofs as needed and use required PPE
