Description

Perform planning and design for substantial multi-phase new construction, renovations, and improvement projects, including utility systems. Manage and monitor construction contractors to ensure compliance with contracted specifications and schedules, and provide consulting/coordination for facilities O&M. Collect and analyze physical and technical data, conduct surveys and inspections, and ensure work follows health, safety, and environmental rules.

Responsibilities

• Plan and design multi-phase construction, renovation, and improvement projects for real property facilities

• Manage projects and maintain surveillance over construction contractors

• Plan, program, budget, and execute assigned projects

• Provide consulting services and project coordination, including facilities operations and maintenance (O&M)

• Collect and evaluate data; observe, examine, measure, analyze, and document physical/technical features

• Conduct site/facilities surveys and inspections and apply findings to recommend solutions

• Comply with health, safety, and environmental (HSE) procedures

Requirements

• U.S. citizenship required

• Ability to obtain and maintain a Secret Clearance

• Engineering degree or qualifying education/experience combination per OPM/GS-0810 requirements

• At least 1 year of specialized experience at GS-11 level (or equivalent)

• Submit copy of transcripts and resume

• Competencies aligned to civil engineering and construction standards: code/regulation compliance, automated data processing concepts, documentation/drafting, surveys/inspections, coordination, and communication
