Description

Oversee construction activities and coordinate delivery of capital improvement projects at a major transportation hub. Ensure deficiencies are identified and addressed to meet safety standards, environmental regulations, and facility specifications. Act as a Resident Engineer and serve in a commercial management capacity for a general engineering consultant team, working as the first point of contact for proposals and compliance.

Responsibilities

  • Monitor and oversee daily construction activities and inspection responsibilities

  • Conduct technical reviews of construction plans, specifications, and project changes

  • Ensure staff safety, regulatory compliance, and permit adherence; coordinate with regulatory agencies

  • Coordinate contractors and third-party stakeholders

  • Review design drawings and contractor repair proposals

  • Review and update asset database and tracking

  • Organize rapid response teams for time-sensitive issues

  • Support the main contractor on site as new situations arise

  • Monitor contractor performance, schedule adherence, and overall effectiveness

  • Ensure cost, schedule, and quality objectives are met

  • Administer contractor payment process and recommend adjustments based on completed work

  • Communicate clearly to guide project progress, maintain safety standards, and facilitate meetings with contractors, clients, local agencies, and community stakeholders

Requirements

  • 4-year Bachelor of Science degree in Civil Engineering, Construction Management, or similar (Master’s preferred)

  • Minimum 12 years of experience in construction contract administration (preferably in the northern New Jersey/NYC area)

  • Professional Engineer registration in the State of New York required

  • Familiarity with commonly used manuals and publications
