Description

Develops subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, and administers resulting subcontracts. Ensures compliance with FAR, DFARS and public law requirements, manages supplier performance, and coordinates subcontract modifications while supporting the acquisition process and leadership briefings.

Responsibilities

  • Develop subcontract specifications, work statements, and terms/conditions
  • Prepare bid packages and conduct bidders conferences
  • Analyze/evaluate proposals; negotiate subcontract provisions; select/recommend subcontractors; write awards
  • Administer subcontracts and coordinate additions, deletions, or modifications
  • Work with contracts administration and purchasing to develop subcontract policies and procedures
  • Ensure compliance with FAR, DFARS, public law, and company policies/procedures
  • Manage supplier performance throughout the subcontract lifecycle
  • Maintain strong relationships with suppliers, customers, and internal stakeholders with strong written and verbal communication

Requirements

  • Principal: 5 years of experience with a Bachelor’s degree OR 3 years with a Master’s
  • Sr. Principal: 8 years of experience with a Bachelor’s degree OR 6 years with a Master’s OR 4 years with a PhD
  • Familiar with FAR provisions and GSC policies and procedures
  • Experience with subcontract administration
  • Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the NGC acquisition process
  • Experience preparing and presenting briefings to leadership (internal/external)
  • Ability to provide accurate supplier invoice and accrual forecasting
  • Strong knowledge of Microsoft Office applications
  • Ability to obtain and maintain a U.S. Government DoD Secret security clearance

Salary

  • Principal level range: $81,400.00–$122,000.00
  • Sr. Principal level range: $101,400.00–$152,200.00
