HR Officer - Global Mobility Specialist

About the Role

Seeking an International HR Officer on a consultant/freelance basis to manage and streamline the complete onboarding and administrative lifecycle of international site supervision teams. The role ensures compliance with Romanian labor regulations and facilitates international mobility for technical personnel deployed on global projects.

The consultant will act as a trusted point of contact for employees and managers, ensuring a seamless employee experience while maintaining compliance with local labor and immigration requirements.

Key Responsibilities

  • Draft, review, and issue compliant local employment contracts for incoming international site supervisors.
  • Coordinate end-to-end onboarding operations to ensure smooth integration into the operational framework.
  • Gather, review, and submit documentation for A1 posted-worker certificate applications.
  • Monitor A1 application lifecycles and ensure regulatory compliance for cross-border assignments.
  • Collect and verify candidate data for mandatory Romanian administrative registrations.
  • Process, encode, and maintain employee records in official national databases, specifically REGES (Revisal).
  • Encode, update, and maintain employee records within internal HR systems.
  • Liaise with external tax advisors on expat tax strategies, payroll integration, and social security compliance.
  • Collaborate with the Romanian payroll provider on monthly payroll execution and operational payroll queries.
  • Manage local vendors and service providers to arrange temporary accommodation for newly arrived international employees during onboarding, for approximately one week while obtaining NIF and A1 documentation.
  • Support employees and managers with relocation, medical checks, travel expense reimbursement, timesheet approvals, and employment-related queries.

Key Requirements

  • Proven experience in HR administration, payroll preparation, or international mobility operations within Romania.
  • Strong knowledge of Romanian labor law, mandatory labor registry tools (REGES), and EU cross-border posting regulations (A1 certification).
  • Experience collaborating with external audit/tax firms and local payroll service providers.
  • Business fluency in English and Romanian.
  • Registered freelancer or independent consultant able to invoice services under a 3-days-per-week agreement.

Nice to Have

  • Experience in high-visibility international engineering and construction projects.
