SEER IT Project Cost Estimator

Western Door Federal is seeking an IT Project Cost Estimator.

The objective of this work is to provide subject matter expertise in the development of Lifecycle Cost Estimate (LCCE) for a large and complex IT program using the SEER toolset and to transfer knowledge related to the estimating solution and underlying tools to the program staff. Integrate with the government team and use the SEER toolset to estimate costs for IT Application Development, Cloud Migration, Cloud Infrastructure buildout, Service Desk and other supporting IT Services.

Responsibilities

  • Assist the government in the development of lifecycle cost estimates during the program planning and budget formulation phase.
  • Analyze program requirements and conduct workshops / interviews with program stakeholders to determine key inputs necessary for development of LCCE using the SEER toolset.
  • Collaborate with the government on the development and maintenance of the IT program Lifecycle Cost Estimate.
  • Support the development and implementation of advanced cost estimating, cost modeling and analysis capabilities using SEER suite tools.
  • Support economic analyses of IT projects and analysis of alternatives to aid investment decisions.
  • Follow U.S Government Accountability Office (GAO) cost estimation best practices.
  • Establish and support financial analysis and forecasting of cloud-related services to manage cloud financial obligations.

Basic Qualifications

  • BS/BA degree in engineering, economics, finance, or related field.
  • 5 or more years of direct work experience with the Census Bureau.
  • Demonstrated experience with cost estimating tool sets for IT solutions including applications, infrastructure, and other IT services.
  • Intermediate/advanced Excel skills (analyze structured data, create repeatable analyses, ensure analytical defensibility).
  • Excellent communication and interpersonal skills.
  • Ability to gain and maintain a Public Trust security clearance.
