Position Summary

The OneCare RN Manager provides clinical leadership, operational oversight, and program management for the OneCare Program—an integrated care model focused on chronic disease management, care coordination, and continuity of care for the incarcerated population.

This role combines direct nursing accountability with supervisory and administrative responsibilities, ensuring nursing staff deliver high-quality, patient-centered, and NCCHC-compliant care within a correctional healthcare environment. The OneCare RN Manager oversees staffing, performance management, quality improvement initiatives, and interdisciplinary collaboration to support positive patient outcomes and operational excellence.

Essential Duties and Responsibilities

Program Leadership & Oversight

  • Lead day-to-day operations of the OneCare Program, ensuring delivery of chronic disease management, care coordination, and transitional care services.
  • Establish clinical and operational priorities aligned with organizational goals and NCCHC standards.
  • Monitor performance metrics, patient outcomes, and quality indicators; provide reports and recommendations to leadership.
  • Drive Continuous Quality Improvement (CQI) initiatives and measure outcomes.
  • Serve as the primary clinical liaison between nursing, medical, behavioral health, custody personnel, and facility leadership.

Staff Supervision & Development

  • Supervise Registered Nurses, Licensed Vocational Nurses, and Certified Nursing Assistants.
  • Conduct performance evaluations, coaching, and mentoring in collaboration with Human Resources.
  • Manage staffing schedules, coverage planning, and overtime utilization.
  • Participate in recruitment, hiring, onboarding, orientation, and training.
  • Promote accountability, professionalism, teamwork, and patient-centered care.

Clinical Leadership

  • Maintain active clinical presence and provide direct patient care as needed.
  • Oversee nursing assessments, care plans, medication administration, and treatment implementation.
  • Ensure accurate and timely documentation within the electronic health record (EHR) in compliance with NCCHC standards.
  • Coordinate responses to medical emergencies and critical incidents.
  • Promote evidence-based nursing practice.

Compliance & Accreditation

  • Ensure compliance with NCCHC standards, HIPAA regulations, and state nursing practice acts.
  • Participate in accreditation surveys, audits, and regulatory reviews.
  • Develop and monitor corrective action plans.
  • Maintain current knowledge of correctional healthcare regulations and accreditation standards.

Qualifications

Education

  • Bachelor of Science in Nursing (BSN) required.
  • Master of Science in Nursing (MSN) preferred.

Licensure & Certifications

  • Active, unrestricted Registered Nurse (RN) license in the State of California.
  • Current BLS/CPR certification required.
  • ACLS certification preferred.

Experience

  • Minimum three (3) years of clinical Registered Nurse experience required.
  • Minimum two (2) years of nursing leadership or management experience required.
  • Correctional healthcare experience strongly preferred.
  • Experience with NCCHC standards, chronic disease management, and quality improvement initiatives preferred.

Knowledge, Skills & Abilities

  • Strong clinical nursing knowledge and leadership skills.
  • Ability to supervise and develop nursing staff.
  • Knowledge of NCCHC, HIPAA, and correctional healthcare regulations.
  • Proficiency with EHR systems and healthcare technology.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication abilities.
  • Ability to manage multiple priorities in a fast-paced environment.

Work Environment

  • Full-time exempt position.
  • Primarily Monday through Friday schedule with flexibility for operational needs.
  • On-site within a secure correctional facility.
  • Must complete required security clearances and training prior to employment.

Physical Demands

  • Move throughout a secure correctional facility, including restricted areas.
  • Stand and walk for extended periods.
  • Operate computers, EHR systems, and clinical equipment.
  • Respond rapidly to medical emergencies.
  • Review and process detailed clinical and regulatory documentation.
  • Maintain composure in high-stress situations.
