Andersen is hiring a Delivery Manager / PMO Lead in Belgrade for a project delivering a large-scale card payments transformation and driving complex banking modernization initiatives. 

 

Our customer is a large international technology organization operating in the digital infrastructure domain. It develops and maintains high-load platforms that process and manage significant volumes of data across multiple regions. The engineering landscape includes distributed systems, cloud-based environments, system integrations, and advanced security practices, with a focus on reliability, scalability, and continuous platform evolution. 

 

The project is focused on delivering a card payments transformation programme covering a licensing upgrade, portfolio migration, digital card issuance, and wallet enablement. It requires end-to-end coordination across the bank, payment scheme, processors, vendors, and internal business, operations, risk, and compliance teams. 

 

Responsibilities: 

- Leading the end-to-end delivery of the licensing upgrade programme. 

- Coordinating the transition from Associate to Principal membership. 

- Establishing the programme governance model, delivery plan, workstreams, milestones, dependencies, and reporting structure. 

- Coordinating activities across business, technology, operations, compliance, risk, finance, legal, and external vendors. 

- Maintaining the integrated programme plan and ensuring alignment between all workstreams. 

- Managing project scope, timeline, budget, risks, assumptions, issues, and dependencies. 

- Leading regular steering committee, programme governance, and working-group meetings. 

- Tracking deliverables required from the bank, processors, wallet providers, and implementation partners. 

- Coordinating the implementation of physical and digital card products. 

- Overseeing portfolio migration planning and execution for approximately 200,000 cards. 

- Supporting coordination of Apple Pay and Google Pay enablement activities. 

- Ensuring that certification, testing, operational readiness, migration readiness, and go-live activities are properly planned. 

- Coordinating cutover planning, go-live governance, hypercare, and post-migration stabilization. 

- Escalating delivery risks and decisions requiring management attention. 

- Ensuring clear communication between local Serbian-speaking stakeholders and international stakeholders. 

- Preparing programme status reports, decision papers, risk logs, action trackers, and management updates. 

- Supporting vendor management and ensure accountability for agreed deliverables. 

- Coordinating knowledge transfer and transition to the bank’s operational teams. 

 

Must-haves:  

- Experience in programme management, delivery management, or PMO leadership for 5+ years. 

- Previous hands-on experience delivering banking, payments, card issuing, or scheme-related programmes. 

- Experience in at least two of the following areas (card product implementation; card portfolio migration; issuer processing migration; digital wallet enablement; payment scheme certification; digital card issuance). 

- Proven experience coordinating multiple internal and external stakeholders. 

- Strong understanding of banking delivery governance, risk management, compliance, and operational readiness. 

- Experience managing complex programmes involving banks, payment schemes, processors, technology vendors, and regulators. 

- Ability to manage both business and technical workstreams. 

- Strong executive communication and stakeholder-management skills. 

- Ability to work full-time from the client premises in Belgrade. 

- Level of English – from Upper-Intermediate and above. 

- Level of Serbian – from Advanced and above. 

 

Nice to haves: 
- Experience with Principal membership or similar scheme licensing upgrades. 

- Experience with a card migration involving more than 100,000 cards. 

- Experience with Apple Pay or Google Pay implementation. 

- Knowledge of card lifecycle management, authorization, clearing, settlement, tokenization, fraud, disputes, and reconciliation. 

- Experience managing go-live and cutover activities for critical banking systems. 

- Relevant certifications such as PMP, PRINCE2, SAFe, Scrum, or equivalent.
