About the Role

Starcloud is seeking a Senior Technical Program Manager to own the execution of critical programs end to end across government and commercial customers.

You will own cost and schedule management, customer relationships, deliverable acceptance, and cross-functional coordination across engineering, manufacturing, supply chain, finance, security, and legal teams.

Responsibilities

  • Own cost, schedule, and technical execution across multiple concurrent programs.
  • Serve as the primary point of contact for government and commercial customers.
  • Manage budgets, earned value, and invoicing through PIEE/WAWF.
  • Track milestone-based deliverables and drive customer acceptance.
  • Lead proposal, contract, and modification efforts.
  • Coordinate engineering, manufacturing, supply chain, finance, security, and legal teams.
  • Manage contractors, subcontractors, and teaming partners.
  • Oversee data rights, documentation, and deliverable markings.
  • Manage programs across classified and unclassified environments.
  • Improve program management tools and processes.

Basic Qualifications

  • Active TS/SCI security clearance.
  • 8+ years of technical program management experience including government programs.
  • Experience with earned value management (EVM).
  • Experience with PIEE/WAWF invoicing and program management.
  • Working knowledge of FAR/DFARS and milestone-based contracting.
  • Experience working with government contracting officers and program offices.
  • Experience supporting organizations such as the Department of War, Intelligence Community, or NASA.
  • Experience managing classified and unclassified data.
  • Bachelor’s degree in engineering, physics, or related technical field.

Preferred Qualifications

  • Experience with Other Transaction agreements, SBIR/STTR, and FAR-based contracts.
  • Experience with space, satellite, or flight hardware programs.
  • Experience working with major defense primes.
  • Familiarity with cybersecurity compliance requirements.
  • Formal EVMS experience.
  • PMP or equivalent certification.
  • Prior military, civil service, or defense contractor experience.

Additional Requirements

  • Ability to work onsite in Woodinville, WA.
  • Willingness to work extended hours and weekends when necessary.
  • Ability to travel up to 25%.
  • Must meet U.S. export authorization requirements.
