LTS is seeking an experienced VistA Subject Matter Expert (SME) to support a major AI-powered modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role will provide deep functional and technical expertise supporting legacy VistA environments, healthcare workflows, and modernization initiatives tied to mission-critical Veteran healthcare systems.
The ideal candidate will possess extensive knowledge of VA healthcare systems, VistA architecture, MUMPS-based applications, and clinical or operational workflows within the VA healthcare ecosystem. This individual will serve as a trusted advisor to program leadership, architects, engineers, analysts, and government stakeholders supporting modernization, interoperability, and transformation efforts across enterprise healthcare platforms.
What You'll Do
- Provide subject matter expertise supporting VA VistA systems, workflows, and modernization initiatives.
- Review generated MUMPS code, Fileman definitions, business rules extractions, and system documentation for accuracy and completeness.
- Review workflow diagrams, process documentation, and clinical or administrative procedure descriptions for correctness against VA operational practices.
- Advise technical and program teams on VistA architecture, functionality, dependencies, and operational processes.
- Support analysis and modernization of legacy MUMPS-based healthcare applications and integrations.
- Collaborate with architects, developers, infrastructure teams, and stakeholders to support modernization and migration strategies.
- Assist with requirements gathering, workflow analysis, and system impact assessments related to VistA environments.
- Support interoperability initiatives involving legacy and modern healthcare systems.
- Assist with troubleshooting, root cause analysis, and resolution of complex VistA-specific issues.
- Support data mapping, interface analysis, and integration efforts involving VistA Fileman structures, MUMPS globals, RPCs, and enterprise systems.
- Participate in modernization planning sessions, architecture reviews, testing activities, and implementation efforts.
- Develop and review technical documentation, workflow diagrams, process documentation, and operational procedures.
- Support stakeholder communication and provide guidance regarding VistA-related functionality and modernization impacts.
- Assist with knowledge transfer and mentoring activities across project teams.
What We're Looking For
- Bachelor's degree in Information Technology, Healthcare Administration, Computer Science, Engineering, or related discipline; equivalent experience may be considered.
- 8+ years of experience supporting VA healthcare systems and VistA environments, including hands-on experience writing RPCs and exporting VistA data.
- Deep knowledge of VistA architecture, workflows, and MUMPS-based applications.
- Experience supporting healthcare IT systems within complex federal healthcare environments.
- Strong understanding of VA clinical and operational workflows.

Compensation and Benefits
Pay Range: $178,000—$198,000 USD

Responsibilities: Serve as the technical authority for the Oracle Core FS SaaS solution, providing guidance on system architecture, design, configuration, enhancements, and extensions. Lead technical analysis of existing legacy financial management systems to support data mapping, conversion planning, and integration design for migration to the new solution. Design and oversee the development of Core FS Additional Configuration/Enhancement/Extension components leveraging SaaS and PaaS technologies in compliance with PMO standards. Develop and review technical specifications for integrations between the Core FS solution and agency-specific administrative and mission systems. Lead technical implementation activities for the Initial Operating Capabilities (IOC) and subsequent Additional Operating Capabilities (AOC) phases, ensuring on-schedule and technically sound delivery. Support Authority-to-Operate (ATO) activities by ensuring the solution meets applicable Cybersecurity (CYB), Information Technology Services (ITS), and Electronic Records Management (ERM) standards. Provide technical guidance on AI/ML automation capabilities, data quality analysis, and intelligent automation of financial management processes within the Core FS solution. Conduct Operational Readiness Demonstrations and support verification of capabilities implementation and data management completion. Collaborate with the Oracle Trainer and Functional Lead to support training development and ensure technical accuracy of training materials. Monitor and manage daily/periodic offline processes including nightly batch jobs and monthly report generation. Ensure technical deliverables conform to Section 508 accessibility standards and applicable Federal information security requirements. Qualifications Minimum 8 years of hands-on Oracle ERP technical experience, including Oracle E-Business Suite (EBS) 12.x or Oracle Cloud Financials. Demonstrated experience supporting large-scale federal government Oracle ERP implementations and system migrations. Deep expertise in Oracle technical architecture including database administration, integrations (REST/SOAP APIs, Oracle Integration Cloud), workflow configuration, and reporting tools (OBIEE, Oracle Analytics). Experience with data conversion and migration methodology including data mapping, cleansing, and reconciliation in Oracle environments. Familiarity with federal cybersecurity frameworks including FISMA, NIST 800-53, and FedRAMP as applied to SaaS financial management solutions. Strong analytical and problem-solving skills with ability to diagnose and resolve complex technical issues under tight timelines. Excellent oral and written communication skills with the ability to present technical topics clearly to both technical and non-technical government stakeholders. Ability to obtain and maintain a Public Trust / Suitability clearance. Bachelor's degree or equivalent years of experience Must be a U.S. Citizen or hold a Permanent Resident Card Must be able to successfully clear a federal background investigation (government security investigation required) Work schedule: Monday–Friday Preferred Qualifications Experience supporting large-scale federal financial management SaaS implementations.
