Description

You will model and document value streams, business processes, roles/capabilities, and data; elicit and analyze business needs into requirements and user stories; and support product owners and business experts through software definition and delivery. You will maintain requirements across the solution lifecycle, translate business/user/technical needs into business requirement specifications, and align business goals and system features. You will also analyze existing systems, propose solution options, assist with feasibility/business cases, and contribute to design, testing/QA, and change management.

Responsibilities

• Model and document value chains/streams, business processes, roles, capabilities, and data

• Elicit and analyze business needs, requirements, and user stories

• Support business experts and product owners during requirement definition and software development

• Maintain and track requirements/user stories throughout the systems lifecycle

• Translate business, user, and technical needs into business requirement specifications

• Map business goals, project benefits, priorities, components, and system features

• Analyze available systems and evaluate potential solutions

• Support identification of options for possible solutions

• Assist in preparation of business cases and feasibility studies

• Contribute to systems design, testing, quality assurance, and change management

• Design, validate, and test business processes to achieve business process excellence

• Plan and manage programs for continuous improvement of business processes

• Coach staff on upcoming changes and ensure plans are in place to train new skills or implement process changes

• Collaborate with owners of end-to-end processes to continually identify improvement opportunities

• Identify opportunities for business process optimization (improved customer service, reduced costs, increased revenue)

• Communicate project objectives, business cases, requirements, and scope to stakeholders

• Conduct quantitative analysis of business processes (cost-benefit, what-if scenarios)

• Plan and manage organizational change processes

• Implement performance monitoring systems for business processes

• Support business users in developing strategic and tactical plans (e.g., sector strategies, implementation plans)

• Support definition of transition roadmaps for business architectures

Requirements

• Minimum 8 years of relevant IT experience

• Minimum 5 years in a similar Business Analyst position

• Bachelor's degree

• At least two internationally recognized business analysis certifications (e.g., CBAP, Certified UML Professional Foundation Level, BPM 2 Fundamental Level, or equivalent accepted by the contracting authority)

• English C1 confirmed by certificate or willingness to take the exam

• Experience going through at least one complete lifecycle of a software solution

• Knowledge of business process modeling using BPMN notation

• Knowledge in requirements/user stories elicitation and analysis

• Knowledge of analysis/modeling notations like UML (capability diagram, activity diagram, state diagram, logical data model, etc.)

• Proficiency in modeling tools such as Sparx Enterprise Architect, ARIS Architect, or others

• Excellent analytical and communication skills

• Ability to create and maintain analytical and project documentation

• Strong problem-solving skills

• Ability to develop business architecture and its elements

• Experience as Business Analyst on business process improvement or redesign projects

• Experience as Business Analyst on ICT solution projects enabling content production, reporting tools, and/or analytical tools

• Experience working for/within the public sector, preferably EU Institutions or international organizations
