Purpose

As a Proposal Manager, you will lead the development and execution of complex, high-value proposals from initial strategy through final submission. You will coordinate cross-functional teams across program management, business development, engineering, legal, finance, and executive leadership to ensure successful proposal delivery.

You will drive response strategy, shape competitive positioning, and manage proposal planning, compliance, review cycles, pricing alignment, and final submission.

This role requires exceptional project management, attention to detail, and strong communication skills.

The Role

  • Own end-to-end proposal responses as the primary author and integrator of cross-functional inputs
  • Develop response structure and ensure compliance with solicitation instructions and federal requirements
  • Translate complex technical inputs into clear, compelling narratives aligned with evaluation criteria
  • Drive response strategy, including win themes and competitive positioning
  • Partner with business development and executives on pricing strategy and price-to-win alignment
  • Coordinate cross-functional review cycles and manage proposal schedules
  • Track customer priorities and competitive dynamics to refine bids and positioning
  • Support development of white papers, pitch decks, and related materials

Basic Qualifications

  • 5+ years of proposal management or related experience
  • Experience delivering technically complex, deadline-driven work

  • Strong cross-functional project management capabilities
