ITnova is seeking a Senior Developer to design and oversee robust, scalable, and secure architecture solutions for a broad suite of internal and external-facing applications. The ideal candidate will hold multiple industry-standard certifications and have hands-on experience architecting, troubleshooting, and enhancing complex enterprise systems.

Duties and Responsibilities

  • Architect, design, and document Single Sign-On (SSO) Application Portal scalable and secure enterprise solutions across a suite of DPSCS.
  • Provide hands-on support and development assistance for applications including:
  • Maryland Automated Guidelines System (MAGS)
  • Expungement Tracking System (ETS)
  • National Data Exchange System (NDEX)
  • Inmate Locator
  • DPP Online Training Program
  • Asset Tracking System (ATS)
  • Single Sign-On (SSO) Application Portal
  • Offender Watch Sex Offender Registry
  • DP Alert System
  • Mid-Atlantic Regional Information Sharing System (MARIS)
  • Assist in building, configuring, and deploying IIS web servers for production and development environments.
  • Design and implement Single Sign-On (SSO) using Okta and SAML, integrating with the DPSCS Content Management System (CMS).
  • Lead modernization of legacy applications through cloud-native architecture and containerization strategies.
  • Collaborate with stakeholders, developers, security teams, and database administrators to ensure compliance, performance, and reliability.
  • Analyze and resolve architecture, performance, or security issues.
  • Maintain documentation aligned with enterprise IT and cybersecurity standards.

Required Skills/Certifications

  • Knowledge of TOGAF (The Open Group Architecture Framework)
  • Hands-on experience with Information Systems Architect (CISA) or CITA-Professional (IASA Global)
  • Experience architecting enterprise applications using Microsoft (.NET/.NET Core) and Java (Spring Boot)
  • Strong understanding of Spring Boot fundamentals including Dependency Injection, RESTful APIs, and Microservices architecture
  • Familiarity with DevOps practices, CI/CD pipelines, and containerization technologies (Docker, Kubernetes)
  • Cloud Architecture certification (AWS, Azure, or Google Cloud)
  • Programming experience with .NET / .NET Core and Web API 2.0

  • Understanding of criminal justice and public safety systems integrations

  • Ability to lead technical teams and mentor developers

Technical Assessment

Candidates will complete a hands-on coding assessment involving both React and Spring Boot applications. The assessment focuses on identifying and resolving defects affecting user authentication and SID-based search functionality, demonstrating full-stack troubleshooting and debugging skills.
